The regulations state that registered motor vehicles should be forcibly discarded when they meet the required service life; after repairs and adjustments, they still do not meet the relevant requirements for the use of vehicles in accordance with national standards for safety technology of motor vehicles; after repairs and adjustments or the use of control technologies, The emission of pollutants or noise to the atmosphere still does not comply with the relevant requirements of the national standards for in-use vehicles; after the expiry of the period of validity of the inspection, no motor vehicle inspection mark has been obtained within three consecutive periods of motor vehicle inspection.

In respect of the service life of various types of motor vehicles, the regulations stipulate that the use of small and micro-rental passenger cars for 8 years, medium-sized rental passenger cars for 10 years, large-scale rental passenger cars for 12 years, bus passenger cars for 13 years, and private school buses for 15 years Large and medium-sized non-operating passenger cars (excluding large-sized cars) will be used for 20 years; motorcycles will be used for 12 years, and other motorcycles will be used for 13 years. Small, micro-non-operating passenger cars, large-scale non-operating cars, and wheeled special-purpose machinery vehicles have no limit on the number of years of use.

At the same time, the state guides the retirement of motor vehicles that have reached a certain mileage. For example, small and micro-sized non-operating passenger cars and large non-operating passenger cars travel 600,000 km, medium-sized non-operating passenger cars drive 500,000 km, large-scale non-operating passenger vehicles drive 600,000 km, and private school buses travel 400,000 km. The owner can sell motor vehicles to scrapped motor vehicles for recycling and dismantling, and the scrap motor vehicle recycling and dismantling enterprises can register, dismantle and destroy according to regulations, and scrap motor vehicle registration certificates and license plates. The driving license was cleared by the traffic management department of the public security organ.

The Ministry of Commerce stated that the introduction of the new standard is aimed at accelerating the construction of a resource-saving and environment-friendly society while ensuring road traffic safety and encouraging technological progress. In this regard, some analysts believe that although owners of private cars are no longer limited by the number of years of use of automobiles, they may still face the challenge of non-mandatory scrapping such as restrictions on the passage of local environmental protection standards and restrictions on the transfer of used cars.
