The reporter learned from the Ministry of Science and Technology on the 14th that the "Measures on Deepening the Management Reform of the Central Government's Science and Technology Plan (Special Projects, Funds, etc.)" (hereinafter referred to as the "Program") jointly drafted by the Ministry of Science and Technology and the Ministry of Finance has recently been approved by the Party Central Committee and the State Council. The "Programme" clearly stated that the new scientific and technological plans (special funds, funds, etc.) system will be distributed among the central government financial research projects of various departments, optimized and integrated into the National Natural Science Foundation of China, major national science and technology projects, national key R&D programs, and technical innovation guidance projects. (Funds), bases, and talented people are five major categories.

The establishment of a national key R&D plan is a major reform initiative proposed by the “Program”. In the integration of the National Key Basic Research Development Plan (973 Program) managed by the Ministry of Science and Technology, the National High-Tech Research and Development Plan (863 Program), the National Science and Technology Support Plan, and International Scientific Cooperation and Exchange Specialization, the Development and Reform Commission and the Ministry of Industry and Information Technology Management Based on the research and development funds for industrial technology and the special research projects of public welfare industries managed by related departments, a national key R&D plan has been formed. The newly established national key R&D program will target major, core, and key scientific and technological issues in all major areas of national economic and social development. It will use key special projects to carry out full chain design from basic frontiers and major common key technologies to application demonstrations. The implementation of the organization will enable the basic frontier R&D activities to have a clearer direction of demand orientation and industrialization, and accelerate the penetration and guidance of the latest achievements of the foundation frontier to the downstream of innovation.

It is reported that an open and unified national science and technology management platform will be established in 2017. Through the establishment of a joint management meeting on scientific and technological plans (special funds, funds, etc.) led by science and technology departments and finance, development, and other related departments, the rules of procedure will be jointly formulated to review the science and technology. The development of strategic planning, the layout and setting of science and technology plans (special projects, funds, etc.), the establishment of strategic consulting and comprehensive review committees, and the selection of professional organizations.
