He held the retrospect and outlook of Sino-Japanese autos as the executive vice president and secretary-general of the China Association of Automobile Manufacturers; His office accepts an exclusive interview with this reporter.

When he entered Dong Yang's office, he was busy reviewing the documents in his hands. The reporter's interview began in the gap between his work. The reporter felt strongly in the interview that Dong Yang, the executive vice chairman and secretary general of the China Association of Automobile Manufacturers, has begun to seriously think and play his new role.

Reporter: Please tell us about the overall judgment of the auto market in 2007 and the expectations of the auto market in 2008.

Dong Yang: From January to November 2007, China produced 8.05 million automobiles and sold 7.95 million vehicles. In November, it sold 800,000 vehicles. Based on past experience, sales are expected to be between 8.75 million and 8.9 million vehicles for the full year, as sales in December tend to be more than in November.

For the 2008 auto market's expectations, I think the auto market will continue to develop steadily with the Chinese economy. However, in 2008, the state will regulate the national economy. A stable fiscal policy will become a tightening fiscal policy. Preventing structural price increases will prevent inflation and prevent rapid economic development from becoming overheated. Therefore, commercial vehicles are May have an impact. Therefore, it is expected that the growth rate of commercial vehicles in 2008 may be lower than in 2007.

Now all parties face the prediction that 10 million vehicles will be sold in the auto market in 2008. I think this makes sense. CAAC is studying the figures for 2007 and forecasting the market segments in 2008. It is also seeking the opinions of major companies and related parties on market forecasts, and also wants to cooperate with specialized agencies abroad. The accurate figures are It can only come out in mid-January 2008.

Reporter: Can you give a summary of the work of China Automobile Association in recent years?

Dong Yang: Judging from a different point of view, the work of the China Automotive Industry Association is in the mid-top position of "more than enough than less." To start with the good things, in the various industry associations across the country, CAFA's degree of folklore is relatively high. First of all, the China Automobile Association has long established a system of rotating the presidents of large corporations. Second, an independent secretariat has been formed. The secretariat has a complete organization and system. Third, the China Automobile Association has developed its own business. The large-scale exhibition has a lot of influence in the country and even in the world. We have already carried out relatively good work in policy research, including taxation and fee policies, brand sales management methods, and anti-dumping network policies. Another point is that China Automobile Association has a relatively stable source of economic income and does not need to earn money by engaging in industries that are not welcomed by the industry.

From the perspective of the development of the auto industry on the requirements of the China Automobile Association, there is still a big gap in our work. First of all, China's auto industry has grown from the most worrying child-raising industry when it entered the WTO to become a big automobile-manufacturing country, and it is now moving toward becoming a powerful automobile country. Compared with such industry development level, the work of China Automobile Association is not yet in place. Secondly, the four major functions of the Association pointed out in the “Opinions on Accelerating the Reform and Development of Trade Association Chambers of Commerce” in the No.36 Document of the General Office of the State Council are all underway, but there are still gaps compared with the international associations. There is still much room for improvement in the work of the Auto Group.

So I put forward a 16-character requirement for the work of China Automobile Association: "recover the prestige, raise the level, expand the influence, improve the conditions."

Reporter: In the face of the rapidly developing Chinese auto market and fierce competition in the industry, what are the priorities of the China Automotive Industry Association in 2008?

Dong Yang: First, determine the location of China Automobile Association. The 36 documents of the General Office of the State Council stipulate that the association is mainly a service company. In this regard, I especially admonish the Secretariat: We are not two governments! The industry association must first determine its position as an enterprise service, and it is an intermediary organization that the companies unite together. Of course, it also serves the government and serves the development of the industry.

Second, improve relations with government agencies.

Third, to improve relations with fraternal units such as the China Automotive Engineering Society, China Automotive Technology and Research Center, and the CCPIT Automobile Subcommittee. The current social professional organizations play their respective roles in various aspects. For example, the China Automotive Engineering Society has academic exchanges, science popularization, and forums, and the China Automotive Technology and Research Center is in the area of ​​industrial policy research, certification, and industry standards. International exchange, etc. have an irreplaceable role. Therefore, working together with everyone is also the responsibility of the China Automobile Association.

Fourth, in-depth work on what the industry needs, mainly in the following areas:

First, the implementation of the State 3 emission standard was implemented at the beginning of 2008. How to carry out the consistency review and how to make the transition? Second, in 2007, China's automobile exports to Russia increased significantly. However, many companies have suffered serious setbacks in their plans to build factories in Russia. How can this problem be solved? The third is that the 2007 national average displacement of passenger cars has risen by 0.17 liters. How to formulate policies has enabled the whole society to accept and continue to use small-displacement vehicles to save energy for the entire society.

Fifth, we will reduce some of the industry's less welcome assessments, exhibitions and other activities.

Sixth, the internal construction of the Association Secretariat.

Another point that I would like to point out in particular is that the association must not think that it knows the industry better than the government and the enterprise. In fact, the development of the automotive industry has its own internal reasons; the government has been sufficiently sharp after the reform and opening up exercise, and companies have already had considerable strength through market training. The work of the China Automobile Association is mainly about communication, coordination and service.
Reporter: In many occasions you mentioned that energy conservation and emission reduction should be the focus of the current auto industry. Can you talk about the difficulties in this area?

Dong Yang: In the aspect of energy conservation and emission reduction, the main work of China Automobile Association is still to coordinate. At present, it is just such a critical period for China's 3rd emission standard to be implemented. The China Automobile Association has also made some understanding through various aspects. I also hope to open my own point of view to the whole industry.

First of all, the auto industry should be responsible for reducing emissions. In 2007, all parties in the world unanimously agreed that CO2 emissions have become the main cause of global warming. I think carbon dioxide emissions are more difficult to solve than carbon monoxide, nitrogen oxides, and particulate emissions, especially in China. Although the world has entered the information age, industrial development is still based on the oil economy and the coal economy. To develop the economy, we must increase carbon dioxide emissions. The post-development countries must speed up the process of governance to a certain extent. The governance process is probably more normal than Europe.

Second, the difficulty of implementing the country's 3 emission standards is indeed very great. I think there are six problems.

First, the problem of oil, to the present, the country has no fuel standards, diesel standards, the high-standard oil reform of the petrochemical sector most of the work has not been completed, the high quality and price of petroleum and diesel have not been resolved. The second is the matching work. If the full implementation of the national 3 emission standards, the entire vehicle, engine plant has not fully grasp the matching technology, and many of the work also depends on foreign companies; although the matching work has now been fully carried out, but the economy is generally not good The fuel consumption rose by more than 5%, and some even rose by 20%. Third, the supply of spare parts, although the world's common rail system, the new electronic fuel system has tens of millions of production capacity, but in China to increase the supply of 2 million units still need a process. The fourth problem is maintenance. In the past, two-thirds of diesel engines were repaired and one-third to 4S shops were repaired. Now all diesel engines discharged by the State 3 have to go to the 4S shop for maintenance. The original 4S shops still have problems in personnel and equipment. Fifth, the cost issue will increase the cost of car purchases and transportation costs. Sixth, as the technology upgrading of parts and components companies is not fast enough, the parts supply system has returned to the situation where the supplier's wholly foreign-owned company is based on stricter regulations. This has brought problems for industrial safety and cost control.

Thirdly, I would like to appeal to the whole society. Everyone must realize the reality that we need to speed up the implementation of new standards and shorten the gap between emissions regulations and foreign countries if conditions do not exist. All related industries must work hard, the government must strengthen coordination, and the media should report more positively.

Reporter: Finally, please make a general judgment on the development trend of China's auto industry.

Dong Yang: I remember mentioning in a media activity that I was proud of the industry I served.

Have we ever considered whether the automobile industry in Brazil, India, and Russia is better than China's automobile industry? It now appears that from the 1980s to the present, none of them have developed well in China. The Chinese auto industry is firmly moving forward according to its own laws.

Due to changes in the world's landscape, the processing industry has gradually shifted to post-developed countries; also due to China’s comprehensive advantages of vast territory, political stability, social prosperity, relatively good industrial foundation, and relatively low labor costs, the Chinese automobile industry is currently developing. The trend will continue for 10 to 15 years or even 20 years. I personally estimate that the annual sales volume of China's auto industry will increase on equal-difference progression, that is, the increase will not change and the growth rate will slow down. China's auto industry may become the world's largest auto industry.
