How high is the cost of implementing the "plastic limit order"?

At the end of last year, the General Office of the State Council issued a notice to implement the system of paid use of plastic shopping bags at all retail outlets such as supermarkets, shopping malls, and bazaars from June 1, 2008. On April 14 this year, the retail shopping mall Paid bag use management method (draft) finally closed public comments.

To reduce the abuse of plastic bags through the deterrence of laws and regulations, supervising the implementation process will inevitably require considerable human and material costs. The damage to the environment caused by plastic bags is not the fault of the plastic bag itself, but above all the bad habits of people abusing and throwing plastic bags. To change people's habits and achieve the fundamental purpose of the plastic limit order is not what a management method can do, no matter how much people pay for implementing the system.

In fact, the cost of plastic itself is not low. For every 1 ton of plastic produced, 3 tons of oil is consumed. According to the calculation of sales of 50,000 yuan in more than 1,000 plastic bags, the total volume of plastic bags consumed by the supermarket industry in China exceeds 400,000 tons per year. According to another calculation, the amount of plastic bags used in food markets, bazaars, department stores, bookstores, restaurants, and fruit stalls is generally three times that of supermarkets and about 1.2 million tons. This has not only led to the fact that China's annual waste plastics entering the landfill with living garbage account for 3% to 5% of the total weight of landfill waste, and it also consumes millions of tons of oil each year. In today's rising international oil prices, this cost is not only high but also rising steadily.

From this, it can be seen that the implementation of the "plastic limit order" is first and foremost a theme for energy conservation and environmental protection. To advance the implementation of the "plastic limit order," the first step is to increase the environmental awareness of the whole society and the awareness of social responsibility. With this awareness, the cost of implementing plastic limit orders will come down, and the cost of managing white pollution will also come down.
