In 2010, the number of chemical oxygen demand, total sulfur dioxide emissions decreased by 8%, and ammonia nitrogen and nitrogen oxide emissions decreased by 10%.
To this end, we must adjust and optimize the industrial structure. Suppress high-energy-consuming, high-emission industries to grow too fast, accelerate the elimination of backward production capacity, transform and upgrade traditional industries, adjust energy consumption structure, and promote the development of service industries and strategic emerging industries. Second, we must promote the improvement of energy efficiency. We will effectively strengthen the management of energy conservation in industries, buildings, transportation, agriculture, rural areas, commercial and civil use, and public institutions, and launch 10,000 energy conservation and low carbon initiatives for enterprises. Third, we must strengthen the reduction of major pollutants. Strengthen prevention and control of pollutants in power, steel, cement and other industries, promote rural pollution control and clean aquaculture of livestock and poultry, control the emission of motor vehicle pollutants, and promote the treatment of fine particulate pollutants in the atmosphere. Fourth, we must carry out the national action for energy conservation and emission reduction in an in-depth manner, and advocate civilized, economical, and green production methods and consumption methods that are compatible with China's national conditions.
