I am very pleased to participate in the "International Symposium on Mechanization of Sugarcane Production" held here today. First of all, on behalf of the Department of Agricultural Mechanization of the Ministry of Agriculture, I would like to express my heartfelt congratulations on the convening of this seminar! I hope that through this discussion and analysis, we can further clarify the difficulties and problems in the current mechanization of sugarcane production in China; Drawing on the experience of absorbing foreign countries and the advice of our experts, we can further clarify our thinking on promoting mechanization of sugarcane production, clarify the priorities of the next step, and accelerate the mechanization of sugarcane production.
Taking this opportunity, I will talk about three points:
I. Significant progress has been made in the mechanization of sugarcane production in China.
Sugar is an important basic raw material for the food industry and a necessity for people's daily lives. Sucrose is the main product of sugar consumption in China, accounting for more than 90% of total sugar consumption. China's main sugarcane production areas are mainly concentrated in the southwestern border areas. Guangxi and Yunnan are China's large sugar cane production bases, accounting for more than 80% of the country's planting area and output. At the same time, these areas are also ethnic minority areas, economic The development is relatively lagging behind, and the sugar industry is an important channel for the economic pillar industries and farmers' incomes of the two provinces (regions). Therefore, it is of great significance to promote the mechanization of sugarcane production and improve the competitiveness of the sugar industry.
Since the beginning of the previous year, the country has started the implementation of the mechanized promotion of sugarcane production. In the past three years, the relevant departments of the central government have introduced a series of policy measures and increased support; the governments of the main producing areas and relevant departments have responded positively and conscientiously implemented them. Under the synergy of the upper and lower sides, the work of promoting the mechanization of sugarcane production has made significant progress:
First, the up-and-down understanding has gradually become unified, and the degree of emphasis has been improved. From the government to enterprises, sugarcane growers have gradually realized that to stabilize China's sugar production and improve industrial competitiveness, we must change the current sugarcane production methods, promote mechanization of sugarcane production, reduce production costs, and increase labor productivity. In particular, the governments at all levels attached great importance to the work. The leaders of the State Council have repeatedly given special instructions. The National Development and Reform Commission and the Ministry of Agriculture have convened several special conferences for research. The main producing areas have set up special promotion and leading institutions. It should be said that the unity of understanding and the attention of government leaders have created a good environment and solid foundation for promoting this work.
Second, the support policy is more perfect and the support is constantly increasing. On the basis of the “Production and Development Plan for Sugarcane Main Production Areas (2015-2020)” and “Implementation Plan for Key Technologies Industrialization of Modern Agricultural Machinery” issued by the State in 2015, the State has also issued and issued the “Mechanization of the Whole Process of Sugarcane Production in Guangxi”. The program (2017-2020), the Agricultural Machinery Development Action Plan (2016-2025) and the 2015-2017 Modern Agricultural Machinery Key Technology Industrialization Implementation Plan, etc., further clarified the key tasks and implemented the responsible departments. In the construction of sugar cane "double high" base, key enterprises sugar can harvester industrialization, sugar cane machinery purchase subsidies and sugar cane industry technology system, a series of support policies. The local governments in the main producing areas have formulated and improved relevant supporting policies in a timely manner based on the implementation of national policy requirements and based on actual conditions. For example, Guangxi has introduced policies such as subsidies for agricultural machinery purchase leasing financing and subsidies for mechanization of sugar cane, and Zhanjiang City of Guangdong has also introduced a subsidy policy for the purchase of sugar cane harvesters. It can be said that the policy support is strong.
Third, new breakthroughs have been made in the research and development of key products and technologies, and the technical system for mechanized production of sugar cane has been gradually improved. The breakthrough in the design of the whole machine and the core components of the sugarcane harvester has made breakthroughs. The R&D and manufacturing capabilities of the enterprise have been significantly enhanced, and the product supply capacity has been basically guaranteed. For example, sugarcane harvesters developed by some enterprises such as Guangxi Liugong, Zhonglian Heavy Machinery and Luoyang Chenhan have significantly improved product stability, reliability and operational efficiency, and have been gradually recognized by users; sugarcane cultivation and field management, etc. Machine performance has also been further improved. The mechanized production technology and production mode matched with the existing machinery are continuously improved, and the varieties, cultivation and management modes are gradually adapting. It can be said that the predicament of "inorganic availability" and "organic difficulty" has basically been broken.
Fourth, the basic conditions for mechanized production of sugar cane have been significantly improved, and the level of mechanization has been accelerated. Focusing on improving the land conditions for mechanical operations, Guangxi has accelerated the construction of a “double high” base of 5 million mu, and has completed the transformation of more than 2.6 million mu of cultivated land. The average per mu yield and average sugar content of sugarcane in the core demonstration area of ​​“double high” base have been significantly improved. , respectively reached 7.5 tons, 15%; vigorously promote the strategic restructuring and technological transformation of sugar enterprises, some sugar factories completed the transformation of the feed inlet and processing technology; supported the development of a group of specialized, socialized agricultural machinery operation service companies, The agricultural machinery cooperatives explored the establishment of a production cooperation organization with sugar factories as the main body, farmers, cooperatives, and agricultural operation service companies in various ways. The external conditions of the whole mechanized operation were significantly improved. The level of mechanization has been improved. In the 2016/2017 crop season, the comprehensive mechanization rate of sugarcane in Guangxi Autonomous Region has reached more than 46%, an increase of 2.7 percentage points over the previous crop season. The rate of machine cultivation, machine rate and machine yield have reached 98 respectively. %, 45%, 8%; in the "double high" base, the sugarcane cultivation and seeding links were basically mechanized, and the machine yield reached 15.2%, an increase of 4.2 percentage points year-on-year. In this season, there will be new improvements in mechanization levels. For example, the level of sugarcane harvest in Zhanjiang City, Guangdong Province is expected to increase by nearly 5 percentage points from the previous crop season.
It can be said that the mechanization of sugarcane production in China is moving from the initial stage to the accelerated development stage.
Second, several issues that need to be further addressed Although the mechanization of sugarcane production has achieved remarkable results, there are still some problems that need to be studied and solved.
(1) Further accelerate the improvement of the basic conditions for sugarcane production. More than 70% of China's sugar cane is planted in sloping land and hilly areas. The land area is small and irregular, and the machine-plowing road is imperfect, which increases the difficulty of large-scale planting and mechanization. At present, in the process of “double high” base construction and reconstruction, there are still some standards that are not perfect, and the related facilities are not supported. For example, the size of the “double high” base construction, planting row spacing, machine farm road, land turning area and other standards Imperfect, can not fully meet the needs of mechanized operations; in the construction of water conservancy facilities, the layout of some facilities affects the walking of the machine.
In the next step, it is necessary to continue to arrange central budgetary investment in accordance with the requirements of the “Production and Development Plan for Sugarcane Main Production Areas”, continue to support the “double high” base land remediation, construction of sugarcane water conservancy facilities, and improve related supporting facilities. In particular, it is necessary to strengthen the cooperation between departments, strengthen the coordination of engineering transformation, and effectively formulate and improve the standards for the size of the “double high” base, the planting distance, the machine-farming road, and the turning area of ​​the ground according to the needs of mechanical operations, and truly “double high”. The base construction has become a high-yield and high-sugar production base suitable for mechanized operations.
At the same time, it is necessary to speed up the transformation of the pre-treatment process of the sugar factory, enhance the capacity of the machine to collect the cane, and achieve the harvest of the machine.
(2) Further strengthen the development and improvement of sugarcane harvesters. Although the technical level of domestic enterprises has improved, some harvester products have been put on the market for a short time, and the performance still cannot fully meet the diversified needs of hilly slopes and rainy seasons. It is still necessary to further improve the optimization through actual inspection. Due to the imperfect standards of machine tools and the lack of large-scale machine testing and testing bases, it has affected new product test verification and enterprise R&D innovation.
In the next step, it is necessary to strengthen the connection between the national key R&D plan and the development and application of sugarcane machinery, and promote the establishment of cooperation mechanisms for sugarcane machinery R&D units, manufacturing enterprises and users to build a bridge between R&D and application of sugarcane machinery products. Further increase support for the research and development and industrialization of sugarcane harvesters, support key enterprises to break through key core technologies, and accelerate the development of advanced and applicable products. Accelerate the improvement of product-related standards, build a large-scale sugarcane machinery test and testing base, and create more favorable conditions for new product development, test verification, promotion and application. Relevant enterprises should strengthen the improvement of product design and manufacture, and strive to improve the adaptability and reliability of the equipment.
(3) Further explore and improve the technical system and service system.
At present, there are still many problems in the production technology, such as the variety of cultivation, the inconsistent cultivation techniques, the low level of informatization operation, the unevenness of the straight lines, and the serious lodging. It is necessary to further strengthen the integration of agricultural machinery and agricultural machinery and informationization. The integration of the work to improve the quality of the work. For example, in the planting process, the application of information technology will be strengthened to make the planting more straight and even; the improvement of the variety and the improvement of cultivation measures will reduce the occurrence of lodging. It is hoped that all localities will strengthen cooperation with technical experts and accelerate the integration of mechanization technology.
In the construction of the service system, on the one hand, it is necessary to guide the scale planting and management. It is understood that the area of ​​scale operation under the “double high” base that has been built in Guangxi is currently less than 500,000 mu. The operating plots are scattered and the cultivation techniques are not uniform. To achieve large-scale planting, it is not necessary to carry out land transfer, but to plant relatively contiguous scales, varieties and technical models are relatively unified, and it is convenient for large-scale mechanical operations. Therefore, it is necessary to further explore various large-scale business models such as sugarcane production custody, sugarcane land share production cooperatives, and professional company contracted transfer land to improve operational efficiency. On the other hand, the system service capacity for the sugarcane cultivation, planting, tubeping, harvesting and pressing industry chain is insufficient, the whole mechanized comprehensive service system is not sound enough, and the processing and transportation capacity of the sugar factory needs to be further enhanced to support the development of a batch. The sugarcane production service organization develops business services in the whole industry chain and explores the business model of risk sharing and benefit sharing. In particular, it is necessary to encourage key manufacturing enterprises to extend the industrial chain, and carry out capital and technical cooperation with agricultural cooperative organizations, production service companies, and sugar factories to jointly promote the application and service of new sugarcane machinery products. (4) Further optimize and improve the support policy. At present, all aspects have increased policy support, but there is still need to coordinate and unify the overall use and overall benefits. For example, some coordination and allocation of subsidy funds are not coordinated enough, resulting in shortages in different regions, and users cannot get subsidy funds in time. Support measures such as financial leasing, loan interest subsidies, and machine-accumulated operations subsidies are still in the exploration stage.
In the next step, we should encourage the implementation of open subsidies for key equipment such as sugarcane planting and harvesting, and give priority support. Differentiate different models, study and improve subsidy standards, operational procedures, etc., to ensure that users receive subsidies in full and on time. Encourage the main producing areas to combine local realities, and actively explore financial leasing, loan interest subsidies, machine receipts and other work subsidies, and improve the way of funding support. On the basis of conducting pilot projects, sum up experience and promote it in a timely manner.
Third, concentrate efforts, create a group of typical, enhance the demonstration effect. The mechanization of sugarcane production has entered the stage of comprehensive promotion and concentrated attack. It should be said that the problems and ideas are basically clear. The key is to do a good job in the implementation of existing policies, promote the development of various measures, promote the implementation of various measures, promote the fruiting results, and see the actual results.
I envisage that while working on the promotion surface next year, we should focus on creating several demonstration models in units of counties. Select counties that the government attaches importance to and have a good foundation in all aspects, set up special work organizations, concentrate relevant resources, cooperate with various departments, and work together to achieve substantial progress, such as winning more than 200,000 machine-receiving areas. By creating a model, one is to further discover problems and solve problems; the second is to further integrate technology to promote matching; the third is to further bridge the operational mechanism between farmers, service organizations and enterprises, and resolve conflicts; fourth, through high-intensity machine test applications, Promote the improvement of machine tools; Fifth, through demonstration practice, further explore the synergy between government departments, promote policy optimization, and improve policy targeting; sixth, through concentrated breakthroughs, both enhance our own confidence and pass The display effect mobilizes the enthusiasm of farmers and enterprises to participate consciously, and can also create a good atmosphere for us to strive for more and better support. Therefore, I suggest that Guangxi can focus on relying on the “double high” base, concentrate on building two demonstration counties, and carry out optimization and improvement of base construction standards; carry out various kinds of sugarcane varieties, planting models, and mechanized technical demonstrations of supporting equipment to promote agricultural machinery and agronomy. Integration; carry out the operation of machine-receiving operations, sugar mill processing and scheduling, product acquisition standards, etc., and summarize the models that can be borrowed, copied, and promoted.
