New energy vehicles sold only 20,000 cars in 2 years

In February 2009, the State promulgated the "Provisional Measures for the Administration of Financial Demonstration and Promotion Funds for Energy Saving and New Energy Vehicles" to give subsidies for up to 60,000 yuan per vehicle for pure electric vehicles; in June 2010, the Ministry of Finance, the National Development and Reform Commission, and the Ministry of Industry and Information Technology jointly The "Circular on Launching Privately-purchased Subsidy for New Energy Vehicles" was issued, and domestic new energy vehicles will be subsidized at 3,000 yuan/kWh. The pilot period will be from 2010 to 2012.

All along, the development of new energy vehicles has been given many meanings by people. Many people think that new energy vehicles can provoke energy conservation and emission reduction and protect the environment. Many people also hope that relying on new energy vehicles to develop the automobile industry, China can surpass the old car powers and realize “turning overtaking”. For new energy vehicles, national and local policies have also been very strong and give a lot of support.

In March of this year, Minister of Industry and Information Technology Miao Wei stated at the seminar of the representatives of the automotive industry two sessions that the relevant ministries and commissions of the Ministry of Industry and Information Technology are expected to initiate the promotion of hybrid vehicles nationwide. It is reported that the new subsidy policy may be divided into 16 grades according to the fuel-saving rate of automobiles, and the more effective the fuel-saving effect, the more subsidies will be.

Although the policy is very lively, the market has always been very deserted. According to the statistics of China Association of Automobile Manufacturers, in 2012, sales of new energy vehicles in China were only 12,791, plus 8,159 in 2011, and only 20,000 vehicles were sold in two years, and the accumulated sales target of 2015 to 2015 was 50,000. The number of vehicles is nearly 480,000.

According to information published on the website of the Ministry of Science and Technology, 25 pilot cities such as Beijing, Shanghai and Shenzhen currently demonstrate and promote a total of 27,400 various energy-saving and new energy vehicles. Of these, 23,000 (including buses, taxis, and some government vehicles) are in the public service sector, and only 0.44 million in the private sector. In some cities, the number of private purchases of electric vehicles is even zero.
