According to Sun Guangyu, deputy director of the Supervision and Administration Division of the State Administration of Work Safety, last year, the number of casualty accidents in the hazardous chemicals industry in China showed a downward trend, with a total of 83 accidents and 149 deaths, a decrease of 9 and 8 respectively over the previous year. Declined by 9.8% and 5.1%. Among them, there were 9 major accidents and 29 deaths, which was the same as in the previous year. The number of fatalities decreased by 13 and 64.3% year-on-year. Sun Huashan, deputy director of the State Administration of Work Safety, pointed out that the current chemical industry in China is in an accident-prone period. The current deep-seated causes and outstanding problems of hazardous chemicals accidents are reflected in five aspects.
The responsibility of the company’s safety production is not fulfilled. Some of the company's principal responsible persons did not earnestly perform their statutory duties, did not attach importance to establishing and improving the safety production responsibility system, and did not organize the establishment of safety production rules and regulations and operating procedures; they did not willingly invest in safety and did not form an effective hidden trouble-finding and rectification mechanism.
The safety supervision of hazardous chemicals needs to be strengthened. In some areas, the understanding of the safety work of hazardous chemicals was not in place, and the progress of chemical park planning and the relocation of hazardous chemicals companies in urban areas were slow. In some areas, the safety supervision measures for dangerous chemicals have been divorced from reality, and their targeted effects are not obvious and the effect is not obvious. In other areas, there is not strict enforcement of laws and regulations, and violations of laws and regulations have not been followed. The safety supervision of grass-roots dangerous chemicals is insufficient, basic work is weak, and there is a general lack of professional and experienced safety supervisors.
The foundation for safety production is weak, and the talent shortage problem has not been fundamentally resolved. In general, more than 90% of China's chemical industry is a small chemical company. The main responsible person has weak awareness of safe production, weak legal concept, low quality of employees, poor safety awareness, backward technology, poorly equipped facilities, and basic work of safe production. Very weak. The medium-sized chemical companies are mostly old companies built in the 1960s and 1980s, which have heavy burdens, slow technological progress, lagging equipment renewal, and declining safety management.
There are many problems in the safety management of chemical construction projects. Illegal and illegal construction, and the phenomenon of “buying tickets after getting on the train first” exist to some extent; the design, construction, and supervision of qualification management are not standardized; the quality of the personnel involved is uneven; the adoption of the standard is not uniform; all parties in the construction process are eager for quick success and profit, cross-operation, Unclear responsibilities and lack of command.

Sun Huashan pointed out that the recovery of the chemical industry also brought new challenges to the safety supervision of hazardous chemicals. Despite the impact of the international financial crisis, China's oil and chemical industry continued to maintain rapid growth in 2009. The industrial added value increased by more than 10% year-on-year and was higher than the national industrial growth rate of 8.3%. The demand for chemical products has increased since the beginning of this year. The recovery of the chemical industry is strong and the security incident has rebounded significantly. The recovery of the chemical industry has not only stimulated the expansion and reconstruction of old chemical plants, but also promoted the construction of a number of major projects. According to calculations by related departments, this year, China will add 31 million tons of refining capacity and 2.5 million tons of ethylene capacity. Next year, it will build 6 sets of oil refineries, 8 sets of ethylene plants and other major projects, forming 20 million tons of oil refining bases, 11 Million-ton-grade vinyl floor, and a large number of downstream small chemical projects will also emerge.
