It was a great privilege to come to this meeting today. I combined some of the work I had done before and I simply talked about some of the tasks of intelligent transportation and smart driving.
Definition of traffic
Now that the entire transportation industry has developed rapidly, intelligent transportation is a major development trend. The report of the 19th National Congress of the People's Republic of China mentions several powerful countries: strong countries with strong science and technology, strong countries with quality, strong countries with aerospace, powerful countries with networks, and powerful countries with strong traffic. We believe that these words are related to each other. Strong countries with strong science and technology, and countries with strong quality are two big hats. Aerospace, internet, and transportation are the three main points. Aerospace, such as our Big Dipper, is now a well-known business card. The Internet, the revenue side of the mobile phone network, the implementation of 4G, and the attempt of 5G are also at the forefront. Traffic, such as high-speed rail, is already being exported in large quantities.
Traffic is a strong country, and high-speed rail is definitely not a problem. However, we understand how cars, roads, our perceptions, our consumption, and our trips come in everyday. This topic is closely related to the daily lives of everyone present, and this industry is also quite large. This is what we mentioned about the motorized, intelligent, and networked vehicles of the auto industry. The traffic port is also mentioning the car network security system. How to make our daily trip convenient and safe, this may be a direction in which we are doing intelligent transportation.

I think these are all attempts to move forward in the development of intelligent transportation.
Government management boundary ambiguity
All of our attempts must be backed by the government. The government represents smart laws and regulations. The government is inseparable from technical standards and bases. Well, there is a problem now. We call the ambiguity of government management boundaries.
For the entire transportation industry: the car is in the Ministry of Industry and Information Technology; after the car comes out on the road, the Ministry of Transport and Transportation, which pulls people to pull goods, has a problem on the road; the Ministry of Public Security manages; Annual inspection. The Ministry of Communications has more than 5 million kilometers of roads, and the Ministry of Transportation and Transportation has more than 14 million vehicles. The public security officials will not speak. Can the existing system manage it? So no matter whether it is the Ministry of Communications or some other counterparts, you should test it to verify that you are OK. I think that all your actions are correct, but there are problems.
Consumers use the car under the rules. Their first factor is safety and comfort. What is comfort is the convenience brought by intelligent transportation and smart driving. Under such circumstances, how to ensure breakthroughs in technology and the development of technology, and bring about improvement in comfort on the basis of safety, there is a simple development path from there, from assistive driving to smart driving to unmanned driving.
In this case, if there is a problem, who will manage it? Let me give you an example. The car will open straight in the driveway. If one day, the line of the driveway becomes thinner or unclear, it is not clear that the car has identified the road. Geek, this is smart driving, people don't open. It is not clear whether the traffic signs of the traffic department are unclear, or whether the running terminal of the car is not recognized or is not identified. It can be said that the development of technology has brought about changes in the entire system. Need to adjust our existing regulations, standards and technologies at our base.
Our main contradiction has now become the contradiction between the people’s growing need for a better life and the unbalanced development. We want intelligent driving. We want good intelligent transportation. However, our existing systems and regulations have made us underdeveloped and cannot allow us to be satisfied.
Problems from the consumption side to the supply side

Under certain circumstances, some conversions can be made. This is the consumer side behavior.
Gao De gave us a free navigation for everyone, but behind it there are some business models. It encourages you to use it. If you don't use it, it will fall. Its risk control requirements are put second. Because it is a business, the business is for profit. In this supply situation, there are many more cyber security laws, and more countries control and can not change the original intention of a company. Can we change from the consumer-side driver to the supply-side driver? What is the starting point on the supply side? Sometimes the government does not complete it. Then how to do service in the case of supervision, its overall starting point is to maintain social stability. Where does the breakthrough in our transport supply-side reforms come from, and is there a main chain that links all aspects of the chain?
Is it a car or a road?
I just mentioned the Ministry of Public Security, the Ministry of Transport, and the Ministry of Industry and Information Technology. The car is with people. We still have no consideration in the entire system. The road is not considered.
Then we can not consider from the perspective of the road, because the road is there. Through the two problems on the consumer side and the supply side, the car can be produced. It is produced under the control of the Ministry of Industry and Information Technology. It is an enterprise behavior. The road is in the Ministry of Transport, under the management of all levels of government. What is the relationship between a car and a car? It is a fully competitive relationship. The road is at the government's traffic. It can be controlled. The car is to consider revenue, the road is the most important service. All the data of auto companies is conservative, but for roads, as long as they do not involve private road data, they are publicly available.
How to turn the dead road into a smart road?
Can we turn this road into smart ones and let everyone walking on it let our supervising enterprises and government know where our cars are, how many cars are on the road, and how the cars are. Nowadays, many Internet companies are doing intelligent traffic and intelligent driving under precise maps. The maps we are looking at now are not very precise. The map you see is a dead map, what is a dead map, and now the fixed-point map does not accurately express the conditions on the road, and it does not express the strangeness on the road. This is an ambiguity in our judgment.
