According to the agreement, the developed countries will begin to reduce the production and use of HCFCs from 2010 and will completely stop production and use in 2020; developing countries will begin to cut HCFC production and use from 2015. In 2030, production and use will be completely stopped. According to the original plan, the time for production and use of HCFCs in developed and developing countries will be 2030 and 2040, respectively.
Steiner praised this as a crucial move by the international community to solve the problem of climate change. The early ban of HCFCs is expected to reduce the emission of billions of tons of greenhouse gases. He also said that this is the most significant historical breakthrough made by the international community in the negotiations on environmental issues in the past five to six years. It can provide impetus for the UN climate conference to be held in Bali, Indonesia this December.
Steiner also particularly praised China for its very positive cooperation attitude in the negotiation of the agreement, although implementation of the plan has a great impact on China.
On September 16, 1987, 24 countries signed the "Montreal Protocol", and China became a party to the Protocol in 1991. Over the past 20 years, through the joint efforts of all parties to the Protocol, the world has successfully reduced 95% of the ozone-depleting substances, and the protocol is also recognized as one of the most successful international environmental conventions to date.
