On the morning of May 23, the Ministry of Environmental Protection held a regular press conference. Zou Shoumin, Director of the Science and Technology Standards Department, said in response to a reporter's question that China is gradually establishing a new environmental management system based on the discharge permit. However, the synergy between environmental protection standards and sewage permitting systems needs to be strengthened.
Zou Shoumin said that under the new system, the linkage of national and local environmental protection standards with pollutant discharge permits, environmental impact assessments, total control, and sewage charges should be systematically sorted out to clarify the positioning and role of standards.
At the same time, the technical content of the quality standards and pollutant discharge (control) standards regarding the accounting of emission standards, the determination of compliance standards, and the frequency of monitoring are not comprehensive, and cannot fully meet the requirements of discharge permit management. The technical and management safeguard measures for environmental quality standards, pollutant emission (control) standards, environmental monitoring standards and other environmental protection standards and key work support and simultaneous release implementation are still not perfect.
How to solve these problems? Zou Shoumin told the reporter, "In the process of formulating the next environmental protection standards, first, for the new management system of the pollutant discharge permit, some standards need to be completed, we will complete as much as possible; Second, some management regulations for the sewage permit itself have been upgraded to technical regulations to ensure that environmental standards and future sewage discharge permits are as seamless as possible."
According to Zou Shoumin, as of now, China has issued a total of 2038 national environmental protection standards, including 1,753 current standards, and 167 current local environmental protection standards have been filed according to law.
Why do companies sometimes meet the standards, and the people will still feel that the environmental quality is not up to standard? Zou Shoumin said that if all enterprises meet the standards, there may be cases where the environmental quality is not up to standard. "This is because the emission standards are to consider the economy and technology. Horizontal, it is impossible to raise the standard blindly, no technology is not enough, and it is not good to have technology without considering economic affordability."
For a long time, the public is very concerned about the issue of the strictness of environmental protection standards and the number of issues controlling pollutants.
Zou Shoumin said that China's current national environmental quality standards have covered 16 major environmental factors such as air, water, soil, sound and vibration, nuclear and radiation; current national pollutant discharge (control) standards 163, of which air pollutant emissions There are 75 standards, 120 control projects, 64 water pollutant discharge standards, and 158 control projects.
“Overall, the number and severity of pollutants controlled by China's atmospheric and water pollutant discharge standards are comparable to those of major developed countries and regions.†Zou Shoumin said.

TITANIUM HEAT EXCHANGERS
In chemical processes, the use of Titanium Heat Exchangers has been found to be a cost-effective method of resisting leaks from corrosion on a process line. The following information provides additional background on Titanium, its characteristics, strengths, and how a Titanium Heat Exchanger could be the answer to corrosion in your system.
Life Cycle Benefits of Titanium Heat Exchangers
Titanium Heat Exchangers are highly cost-effective over the entire life cycle of the equipment. Properly maintained, Titanium Heat Exchangers can operate for decades, making them a very economical choice.
Titanium Heat Exchangers can:
Provide an extended service life compared to other materials of construction
Eliminate expensive downtime due to equipment failure
Do away with requirement for spare parts inventory
Provide superior corrosion resistance
Deliver high heat transfer efficiency
Accommodate high steam pressure to reduce required surface area
Eliminate breakage during handling, installation and operation due to fully-welded metal construction
Titanium the Metal
Titanium is one of several metals which fall into the category of reactive metals or corrosion resistant alloys (CRAs). Reducing or oxidizing environments, with or without chlorides, and temperatures up to 1200°F, are all possible with this group of exceptional materials. In addition to high resistance to uniform corrosion attack, CRAs can be very successful against pitting, crevice and stress corrosion.
Titanium is used as the material of construction for Heat Exchangers in chemical, petrochemical, oil & gas and other industrial manufacturing environments. In these processes, aggressive fluids, often at very high temperature and or pressure, come into contact with equipment surfaces, testing the strength and corrosion resistance of the material.
Considered the workhorse of the reactive metals, Titanium is readily available. More Titanium goes into corrosion-resistant equipment fabrication than all other reactive metals combined. Please see Applications of Titanium for a more in depth look at additional uses for Titanium that includes some comparative corrosion resistance data, media, concentrations and temperatures.
Titanium Heat Exchanger Designs
TITAN offers a full range of TEMA-type Titanium Heat Exchangers. Utilizing both HTRI and AspenTech thermal design software, we can custom design a Heat Exchanger to fit your application. TITAN`s Heat Exchanger designs take advantage of loose-lined, solid, and explosive clad tube sheet options based on the mechanical demands of the application.
